The "only to" construction gives real pathos to the text here, so try and keep this strong contrasting structure.

How about:

"They (a group of people that was in the North Tower) reached the ground about an hour later, only to face the new danger of the south tower's collapse. Each one fled, and eventually made their way home."

Another example, used in the weblink:
"Or that a downed World War II airman once trekked across Germany, through occupied France, and across the mountains into Spain to avoid capture—only to be treated as a spy because Allied military intelligence said it couldn't be done?"

It offers a good, strong contrast, especially relevant in the tragic history being reported.

I just read Constantina's note from Collins Cobuild, and therefore I more strongly suggest you keep the "only to"; it was because it had taken so long to get out of the North Tower, that they were confronted with the next traumatic terror.
