The mum-of-two battled with Tameside and Glossop Heath Trust who told her she was not ill enough to get the preventative medicine following her masectomy and chemotherapy for breast cancer.
Wendy was on the cusp of taking out a huge loan and using her lifesavings to pay for the drug but because a new cancer was found in her liver, health bosses said she now qualified for treatment.
She said: "Women, particularly younger women, will benefit from this drug. To have Herceptin available to them as a preventative measure will be fantastic but I don't think the government should discount those people who have already been diagnosed

"Point" is more common than "cusp", in UK English anyway, "On the point of" = "about to".

My interpretation is that Wendy has applied for such a loan and will get it any day now. It could mean that she is about to apply, but I think she's really close to getting it.
