Arabic term

ختم الواردة

Arabic to English Other Law (general)
the phrase appears on the top of a legal document and there is a number next to it like ختم الواردة 22
Is it a reference number or a "received" stamp,??.
thank you

Reference No.22

If it's "received", I presume, it'd have a date. Good Luck.
