I think "inner circle" would work pretty well. "This civil servant is from Fulano's inner circle". And I've provided a couple of other options.

Depending on the context, one of these might work, e.g., The new Argentine ambassador is part of the inner circle of Macri's most ardent supporters.

and

I don't exactly consider myself the heart and soul of party X.

Of course, the suggestion of 'heart and soul' produces some of the figurative effect found in the source text.
