Although it means bagged up in hundredweights (as shown in the following reference, which you've probably already seen) the term here seems to be according to their internal definition.

Consists in weighing the container and filling it at the weight specified/requested by the CUSTOMER
or
Consists in weighing the container and filling it at/within the weight range specified/requested by the CUSTOMER.
I suggest this second option, in case the customer actually does specify a "range". i.e. fill it up between 50 and 60 pounds, although it seems unlikely
