"Se incluye dentro de la adquisición del terreno, la asesoría legal, fiscal y contable a cargo de XXX."
This is in a section a descriptive list of services to be performed by one of the parties to the design, development and commissioning agreement. In this case XXX is the service provider. At first my thought was rendering the sentence as:
"All expenses arising from legal, tax and accounting counsel services and land acquisition shall be borne by XXX. "
However, something tells that this may not relate to expenses, when at first "a cargo de" only gave me such assumption relating to expenses. Also, doesn't make sense that expenses would be borne by the service provider (when normally that would be the case for the client, right?).
Thoughts?

"A cargo de" doesn't have to return to bearing expenses, and I don't think it does here; as you say, it doesn't make sense:

In this case it's (1), not (2). It means that XXX is to be entrusted with the responsibility of providing legal, tax and accounting advice associated with the purchase.
I imagine that "se incluye" means that the cost of these services, to be provided by XXX, is included in the cost of the purchase (or acquisition) of the land. You could say: "Included in the land purchase is...", or perhaps, if you think it needs spelling out and agree that this is what it implies: "The cost of the land purchase includes...".

Thanks, Adrian. As I say, I think "a cargo de", in this case, simply means that it is XXX's job to provide these services.
