The phrase appears in the Bolivian declaration of independence:

"venid en fin, y si cuando contempleis a nuestros hermanos los indigenas, hijos del grande Manco Capac, no se cubren vuestros ojos de torrentes de lagrimas, viendo en ellos hombres los mas desgraciados, esclavos tan humillados, seres sacrficados a tantas clases de tormentos, ultrajes y penurias, direis que respeto de ellos parecian los ilotas, ciudadanos de Esparta, y hombres muy dichosos LOS NIGEROS OXANDALAMS DEL INDOSTAN, concluyendo con nosostros que nada es tan justo, como romper los inicuos vinculos con que fuimos uncidos a la cruel Espana."

It seems to refer to a tribe or people of Hindustan, but as I have not been able to find any information on it, I am not sure....Can anyone help?
