English Bus/Financial Business/Commerce (general)
As per the 99-yare Skyway Concession Agent, the purchasers of the Skyway, are entitled to a 6.5% compound annual return until 2017, after which they are entitled to increase the toll by the greater of CPI, Nominal GCP/capita or 2% a year.

I could not find this expression anywhere.
Could it be a typo?

ABC7Chicago.com: Report: Skyway repairs to add to Chicago-area ..."I don't know why everyone is so surprised, because it's stipulated in the contract under which the Chicago Skyway Concession Company has a 99 year lease .

It refers to the Chicago Skyway, a tollway.
