Definition: The legally described boundary line that indicates the limits of a parcel, tract, lot, or block for the purpose of delineating ownership and setback requirements.

This site (http://www.ci.eugene.or.us/PW/developmentreview/propertyline... talks about "property line change" but there is no mention of "退后红线". For "退后", my rough guess is "receding" but when I try to google for "receding property line" or "property receding line", there was no hit.

Based on Rod\'s suggestion, here\'s something about \"setback line\". I hope it helps:
\"Building setback line\" means the line indicated by the minimum permitted horizontal distance between the street right-of-way line and building(s) or any projections thereof, other than steps, eaves, chimneys, bay windows and fire escapes.

agree Rod Nelson : "Setback" may be the solution for tuihou, given the definition provided by Denyce. In this case the translation would be "setback line".
