I put down bay because that is the meaning of 湾, unless it is a typo for 弯 (bend). By definition, bay is a recess or inlet in the shore of a sea or lake between two capes or headlands, not as large as a gulf but larger than a cove (http://www.stripers247.com/glossary.htm). You can definitely say that an xxx (building/structure) is located at the bay. I even live in the 'Bay Area'. A few examples of 'river bays'.

Pei Ling Haußecker, very good translation, as I see, except for 'bay', does it mean an area of lake or sea enclosed by shore? Can it apply to river?

agree Fang Sheng : I agree that we don't have to use a specific number 9 in here. It's supposed to be a generalization. Can we use "turn" instead of "curve"?
