This has nothing to do with the cesión de fondos or anything financial.
The ageing of wines:
No sólo por tratarse de botas de roble americano -cuya porosidad y capacidad de cesión es la más adecuada- sino, sobre todo, por el hecho de que han contenido previamente alguno de nuestros extraordinarios vinos de Jerez de las Bodegas Williams & Humbert.
Is this referring to the flexibliity of the barrel? Is there a technical term for that?

In some of the information included, the wine barrel transfer capacity can be a transfer of oxygen production during the process of wine maturation, or it can be a transfer of nuances, which are a subtle distinction or difference, or a slight variation in colour or tone (red, rosy or white wine).

The oak barrel maturation step is nowadays strongly rooted in the production of quality wines. Two main physico‑chemical phenomena contribute to the modification and improvement of wine: the solubilisation of volatile and non-volatile wood compounds concomitant with the dissolution of oxygen from the air into the wine. Indeed, wood is a porous material and gas transfer (especially oxygen transfer, expressed as oxygen transfer rate or OTR) through oak barrels, is an intrinsic parameter which ensures wine oxygen supply during maturation.

Fargeton advised those new to using staves that “While wine barrels are made to be watertight, oak cut for staves break the structure of the wood, which allows for increased penetrability and compound release.” Wine in barrels will only penetrate to about 2mm, but given enough time even thick staves will achieve full penetration, so a simple surface area comparison will not be accurate.

What the text is trying to say is that American oak is suitable because of how much compounds or aromas and flavors it can transfer to the wine, so you could also say "Ability to transfer compounds" or "Ability to transfer flavours and aromas".
