En Guatemala, la Agenda de País 2021 **apuntó** al fortalecimiento de capacidades de nuestros aliados con el objetivo de hacer mejor frente a las adversidades de años venideros.

Quiero encontrar un sinónimo en español, pero no se me ocurre ninguno por el momento.

Como de costumbre, todos sus aportes son bienvenidos.

Se me ocurre "... the 2021 Country Agenda was aimed at strengthening...."

@Carol Gullidge I chose to use the present perfect tense ("has been focused on") because I assume efforts to strengthen capacities have been ongoing since the 2021 Country Agenda went into effect.

This option would be more synonymous with "recommended/called for", although I also think the other suggestions posted so far are valid.
