Context:
市場の勝ち企業のサプライチェーンに食い込む策が残っていない

Literal translation:
There is no longer an initiative to break into the supply chains of companies that are winning in the market.
(It is therefore very difficult for the manufacturer to increase its share in the market.)

I can think of literal translation only and appreciate suggestions for a better way to express this sentence.

I wouldn’t recommend ‘initiative’ in this case, but ‘means’ or ‘strategies’.

supply chain access strategy

I don't see any issue with "break into".
My suggestion:
There is no longer a strategy to break into the supply chains of market-leading companies.
