The European Social Charter of 1961 is the counterpart of the European Convention on Human Rights in the sphere of economic and social rights.

The Charter of 1961 guarantees the enjoyment, without discrimination, of fundamental social and economic rights defined in the framework of a social policy that Parties undertake to pursue, by all appropriate means (Part I).

Of the rights guaranteed by the Charter, the right to work, the right to organise, the right to bargain collectively, the right to social security, the right to social and medical assistance, the right to the social, legal and economic protection of the family, and the right to protection and assistance for migrant workers and their families are regarded as particularly significant (Part II).

Хартия гарантирует 19 основополагающих социальных и экономических прав. Цели, которые Договаривающиеся Стороны обязуются добиваться при помощи всех надлежащих средств, изложены в Части I Хартии.

Хартия предусматривает, что любое государство, желающее стать ее участником, должно считать имеющими для себя обязательную силу по крайней мере 10 из 19 статей или 45 имеющих цифровое обозначение пунктов Части II Хартии. Однако каждая Договаривающаяся Сторона должна принять как обязательные по крайней мере 5 из 7 считающихся особо важными статей, а именно: право на труд, право на объединение, право на заключение коллективных договоров, право на социальное обеспечение, право на социальную и медицинскую помощь, право семьи на социальную, правовую и экономическую защиту, право трудящихся-мигрантов и их семей на защиту и помощь."

The European Pillar of Social Rights (the Social Pillar) is an initiative launched by the European Commission in 2017. The Social Pillar delivers new and improves existing social rights for EU citizens, and serves as the EU’s compass to achieve better working and living conditions in Europe.

It consists of 20 principles to support fair and well-functioning labour markets and welfare systems, divided into three chapters:

Equal opportunities and access to the labour market
Fair working conditions
Social protection and inclusion
