"puerto seguro para rechazar a migrantes" I understand they can enter with no difficulty. So "not a safety port to not allow the migration of people..." is exactly what I understand in Spanish. Yes, it is within context.:)

It's really to 'dump' the migrants, but that wouldn't sound very good.
I say "safe port" to be safe, as I think this is possibly the legal term that must be used, even though, as someone has pointed out, a port is normally a town or city not a country.

: It seems you're right. In Australia they apparently invented the term, and it was translated inti Spanish by "(medidas de) rechazo" and "rechazar". See Discussion Entry no. 10.

But I agree with you about "push back", that definitely works, and you're probably right that it was what "rechazar" was an attempt (failed, IMO) at translating.
Incidentally, by "just" I meant "only" (i.e., your suggestion is only a synonym); had nothing to do with the timing of your posting (why would that be an issue?).
And I don't see it as ignoring the word "rechazar", as 'take... to' is the verb that corresponds to the 'rechazar'.
In any case, I now see that someone has now suggested 'push back' which clearly seems to be the "in" term, and "rechazar" comes from that, almost certainly.
