This is from a document providing details of the terms and conditions for 'bandi di finanziamento', this terms appears in the following section of text:

Si tratta di un contributo a fondo perduto (da scegliere tra “de minimis” o in regime di esenzione) pari al xx% per le Grandi Imprese, al xx% per le Medie Imprese e xx% per le Piccole Imprese dei costi ammissibili.

My initial thought is simply "exemptions" but it seems too generic.

To Asker I think your first hunch is right on the button: I would just go for "exempt". It is what the author mean. He/she must feel that three words carry more weight than one.
