basically this response reflected my own suspicion I have indeed found other errors in the source text and couldn't help but wonder if this, too, was input wrongly in Hebrew. I very much appreciate this response and I shall query the client as to the possibility of a typo. thank you for your input, Ron

Suspect source, IMHO... (Plus more context needed) I saw my fair share of government AND business tenders through the years,<br>occasionally even as a member of committees in the process of selecting the winner bid,<br>and this doesn't sound like anything I've ever heard in this field.<br><br>Frankly, it doesn't seem like anything that would be used in proper Hebrew...<br><br>Using ועדה מכהנת would be OK, to indicate a committee currently residing<br>over a process of some sort, but כוהנת simply seems like broken Hebrew,<br>and you probably wouldn't find a "proper" translation for an improper term...<br><br>Note that there has NEVER been a single use of this term online!!<br><br>If you search it -<br><a href="https://www.google.co.il/#q="ועדה כוהנת"">Google search of "ועדה כוהנת" in quotes</a><br>you WOULD find one occurence (Except for your own KudoZ question),<br>but it is actually a false result from a scanned document dated back to 1952,<br>that actually reads ועדה בוחנת and was mis-recognized by OCR to be ועדה כוהנת...<br>
