The document in question is the summary of an academic paper on the situation in Swedish cities where increased densification of urban areas is affecting areas which have been set aside for parking.

I understand the concept "parkeringsköp" to be something in the line of purchasing public parking surfaces. But am not certain. Is it a purchase or a lease?

The customer has referred to Donald Shoup and Todd Litman as possible sources for the correct term, however I have not been able to identify anything remotely promising in a quick skim of their work on urban planning.
