I decided to go with "start-up", as that was what the client requested.

The client actually mentioned that they had coined the expression "start-up" (of operations) as "ibruktaking" / "ibruktakelse" referred to what I would refer to as the "final operational handover". That happens after the construction and later the commissioning occurs.

The correct translation for "comissioning" is probably "idriftsettelse", but it might work for "ibruktaking" as well...
