Hi, I can find references to the use of SdE, but haven't managed to locate an explanation. Can anyone help, please?
It's from a water development plan in Ethiopia.

Charles Davis Jul 14, 2015: It is "subvenciones de estado" No doubt about it. I have evidence. But I'll hold back this time in case Roy cares to post an answer, and maybe provide a translation and a reference or two. A number of people use the discussion area as an answer box, but that's not really what it's for.
