From the article on the site below, I understand that these “compteurs salarié” are keeping track of the hours worked by each employee, and allow workers to be paid when they don’t work, such payment being deducted during the periods when the worker work over time.

This “worked-hours log” shows the number of hours worked against the number of hours paid, which may result in a positive or negative number.

In Canada there is no such system but employees may “bank” over-time hours and take them as vacation instead of pay.
