O microcrédito produtivo e orientado brasileiro é um caso à parte, pois é distinto dos demais países; há poucas organizações que estão explorando essa oportunidade

There are plenty of references to this concept on the internet, Banco do Brasil website, etc. etc.

Even some in English referring to microcredit initiatives. But my query is specifically regarding these three terms together. Does the "orientado" imply government-funded? Is "produtivo" literally, "productive", i.e. rather than say, "retail" entrepreneurship?

Would "government-funded micro-credit for production" be a reasonable way around this?

I did a search using guided entrepreneurial micro-credit and BINGO, found the BB site in English, which somehow hadn't seen before. It works better for me as it gives me an acronym I can use elsewhere in the document, which none of the answers did. Thanks everyone for your help.

Orientado... The term can have the meaning of "directed" or "steered". But in your case, from the sentence I quoted from the BB site, it is clear that it refers to business advice.

What's sticking here is the Kudoz entry on this link http://www.proz.com/kudoz/portuguese_to_english/social_scien... where the word "orientado" seems to refer to 'government sponsored/directed' efforts. Since this type of MPO is only available through State banks - at least until recently - I thought this might have a bearing on how to phrase the answer. Any thoughts?

I believe this is indeed meant to small business, as you mentioned. I think "oriented" here means there is a list of specific types of businesses that are entitled to this kind of loan, therefore "specific-purpose".

Sounds like it was calqued on 'targeted lending'.

Hmmm, that first sentence in the last paragraph of the MDS link certainly suggests something like microcredit for targeted production - MTP (so I still get my acronym!). Think I'll check with the client before deciding whether to go with the emphasis on "targeted" or "guided", as per Martin. Thanks.
