A Pushdown Banner is an ad that starts in a banner space and then either automatically or upon user
initiation, expands outside of the banner by pushing the content immediately below the ad downwards. The expansion of
the original ad appears as panels opening one at a time below the banner. The pushdown banner ad contains
at least three elements: a default GIF banner, a default Flash banner, and at least one panel (the pushdown
Flash file)
Is there a term for this in Spanish? The sites I have seen leave it in English but I would imagine that such a popular term has a Spanish version by now.

Como tú dices, "banner" no suele traducirse al español, pues así en inglés es palabra muy familiar, tanto para profesionales como para el público en general.
En cuanto al tipo de banner en referencia, se distingue del banner estático, en que es dinámico, incluso empujando otros contenidos que no son parte en sí del banner.
