You are right! Student took the test/exam and a grade and credits were awarded to her. You are right, the student passed the test/ exam. You can get a a grade if you do not pass but you cannot get credits if you do not pass.

Thanks Klemi What you wrote is what I thought before I got the answer from Tirana. Now there is a phrase "janë dhënë provim me noten dhe kreditin përkatës". "Janë dhënë" dmth kohë e kaluar, jo të ardshme, prandaj mendoj se studentja ka kaluar provimet. Pa kaluar, nuk kishte mundësi për nota dhe kreditë të përmendur në pikëm e dytë.

Here is my simple understanding of item # 1 and item #2:

1.The student has submitted all class or home assignments. He has participated in all sessions, lectures, discussions,etc.Student has no financial or other obligation such as university library books.
2. Student is allowed to take a test/exam only if he/she has completed all the the above responsibilities.

This is a normal procedure in Albanian Universities. Personally, I would chose the word "obligation" over the word "dues".

Answer from the university of Tirana If you have patience with me, please read the answer I got from one of the persons who signed the document. I took a chance on her e-mail address (name plus gmail) and was lucky, she answered immediately:

Pershendetje,
per sqarimin e kerkuar ,po ju saktesoj si me poshte vijon:
Ne 'Çertifikate Notash" qe japim ne perfundim te studimeve, do te vini re nje fjali te tipit
"gjate periudhes se studimeve _________________ studenti ____ eshte vleresuar me notat dhe kreditet perkatese si me poshte vijon",
pas kesaj listohen detyrimet qe ai ka patur dhe ne krah te tyre nota dhe krediti, qe do te thote:
1- ato jane lendet qe ai ka zhvilluar gjate programit studimor (i ka frekuentuar ne masen e kerkuar nga rregullorja e UT-se, ka dorezuar te gjitha detyrat e kerkuara/ nese ka patur te tilla, ka paguar tarifen e shkollimit)
2- keto lende jane dhene provim me noten dhe kreditin perkates

Shpresoj te kem qene sa me e qarte ne pergjigje.

Now, I read item no. 2 like this: the document means that the student has passed the provime in the subjects on the list. How do you interpret it, dear colleagues?

Very strange It doesn't make sense to me. It looks like a list of "provime" with "nota" and "kredite", but "annual dues" ord "course obligations" seem to be just a preparatory step. Does it mean that my client won the right to take all the "provime" but she didn't do that?

Why should she be rewarded kredite if she didn't pass the provime? I am going to bed now with nightmares about this.
