This term appears in a document entitled "Asset Disposition Guidelines" for industrial, commercial and residential sites, more specifically in a series of items entitled "General Conditions/Requirements":
- Indemnification/Release
- Restriction for Water Wells
- Existing Water Wells Plugged
- Vapor Ventilation System installed for below grade activities
- Slab-on-Grade Construction Only
- Impervious Liner Installed
- Engineering Controls
etc.
I'd be pleased if someone could tell me what this might mean - I haven't a clue.

Slab-on-grade
Slab is the concrete (or other material) platform placed as base for construction.
On-grade means right on the ground.
So slab-on-ground means that the building has a concrete ( or other material ) slab or platform placed right on ground soil.

ground slab
slab-on-grade is a US term. In UK we say the above.
According to the Building dictionary this is a concrete slab supported by the ground, unlike a suspended slab. It can be on fill, which should not exceed 600 mm in thickness. The formation may be shaped for thickenings and covered with hardcore and sand bedding or a layer of blinding concrete. It may also need a sheet plastics damp-proof membrane depending on site conditions and building occupancy. Large areas of ground slab are cast in alternate bays.
