This phrase comes from the description of the design for a small industrial plant in Chile. There is no other context. Is this some type of certificate or permit? Or does it just mean that they can get water?

CONTEXT: "La planta contará con factibilidad de dación de agua potable, otorgada por la empresa sanitaria respectiva."

It's the certicate issued by SISS which details the conditions of connection to the water distribution network, for a given site.

potential water availability

It means that there is potential water availability depending on access to city or rural water provider.
I wonder if your ST involves water rights, which in Chile should be obtained by a government application to the Dirección General de Aguas.
