What does "Inventory Sequestered" mean in this context?

I believe you are dealing with a consignment situation and an OEM. The current definition of OEM which I think is relevant is:

"More recently, OEM is used to refer to the company that acquires a product or component and reuses or incorporates it into a new product with its own brand name."

So the "on-site" would then mean on the site of the OEM. Sequestered is this usage would mean held by the OEM as opposed to having to be warehoused somewhere.
