It doesn't seem to me that the question is necessarily of budget items that are eligible or ineligible for funding. It may not be that cut-and-dried. But for whatever reason, they are not going to make the cut when the money is doled out. Also, they are not necessarily "projects"--they could be anything. So my suggestions seems to cover all bases.
