aganst this background of impending war
Just another idea!
I think 'impending' would only work if the war did actually subsequently happen — which unfortunately the context given doesn't tell us.

: Like it. Minor typo with "against" but otherwise accurate, clear and rhythmic with the rest of the sentence.

In this climate of preparation for war
I can't see much wrong with a literal translation.

in this climate of warmongering
Depends if there is a political move towards war or just practical preparations. If it is the latter you might use the phrase "putting the country on a war footing".
Example sentence:
"Australian Prime Minister John Howard were re-elected amid a climate of warmongering and racist xenophobia against ..."
"notion that seems to have been forgotten in the current climate of warmongering fundamentalists..."
Peer comment(s):

Tony M
: 'warmongering' puts a completely different slant on the meaning, and one that would be unwelcome here, I feel. 'Warmongering' is too judgemental — they might, for example, have been preparing to defend themselves against a warmongering aggressor.

please read the explanation...! (also, you shouldn't put disagrees if you are giving an answer yourself...)

Bubo Coroman (X)
: "warmongering" yes, because the greater military presence was deliberately "forced" (forzó); "sabre-rattling" would have the same meaning

and while these winds of war were blowing
Though this sentence is a bit "metaphorical", I think it fits in this context.- But you will decide whether it does.-
Good luck!

: I can't help feeling that the use of 'while' introduces a temporal element that is neither present in the original, nor desirable in translation.

Thank you for your comment!! I have used "while" as I could feel that "temporal element" in ... " preparar al país ... " "... aprestos bélicos... " ... but I may be wrong ...
