I have seen the expression "Children pick up atmospheres" whenever it makes reference to bad parents' relationship. My question is, for "clima" Can "atmosphere" be used in this case?? or maybe "context"??

I think 'impending' would only work if the war did actually subsequently happen — which unfortunately the context given doesn't tell us.

Depends if there is a political move towards war or just practical preparations. If it is the latter you might use the phrase "putting the country on a war footing".
Example sentence:

disagree Tony M : 'warmongering' puts a completely different slant on the meaning, and one that would be unwelcome here, I feel. 'Warmongering' is too judgemental — they might, for example, have been preparing to defend themselves against a warmongering aggressor.
