Tribunal for the Defense of Free Competition
In the European Union, Chile's TDLC has been dubbed "Tribunal for the Defense of Free Competition" in English. If you can't beat 'm, join 'em!

Competition Protection Court
This is what I have always called the Spanish equivalent which is called virtually the same thing. There is no official translation. It is a court not a tribunal (in Spain anyway).

Open Market Protection Court
I think this option may be the closest equivalent in US English. I liked the "Open Market Defense Court" suggestion, but "Defense" may shade the description in an unintended way. I would be leery of translating Tribunal as Tribunal; in (US) English, the word generally refers to military or quasi-military courts. As far as I know, the US doesn't have an equivalent of the referenced Chilean institution.
