Not to be confused with the power save mode.
The low-resource mode allows a computer/system/device to (selectively) reduce resource utilization by switching to a less resource-intensive (and sometimes less precise and/or less "glamorous") mode of operation, especially when available resources are limited/restricted (and/OR they run out).
Also, if your PC, for instance, runs out of RAM, it can start to run very slow, give you error messages or even stop responding. Once you run out of physical memory, your computer will attempt to swap things out of the RAM and into virtual memory -- a kind of a low resource mode. If the paging file grows to its maximum allowed size, you will likely start getting out of memory errors. If you do not close programs, thus freeing up some memory, you may experience some lock ups and need to reboot.

: with "расходования". Some resources are not spent - low memory isn't going anywhere, it's just low.

Joking? Say it "used" or "utilized" instead of "spent" (why "spent"?). LOW memory is still "USED", however low it is.
