This involves a goverment and one of its agencies (the agency arranges interagency cooperation in R+D+I, and coordination of R+D+I policy).

I can see this one has come up before, but none of the recommendation seem to work here. TIA!!

no, because the sentence is about the future, and coyunturalmente means according to the circumstances, as opposed to systematically

Could it be that simple? "Currently, the government systematically receives expert recommendations on the Catalan R+D+I system"

is what I think they mean...
