Greetings,

Everything in me wants to say that قیامی مردمی = a popular uprising, مردمی being an adjective coined from مردم.

However, I do feel I need to consult you first as مردمی is not to be found anywhere I have looked as an adjective.

I hope I am right in thinking that قیامی مردمی can't be a possessive construction (X of Y) as it wouldn't be allowed to have an indefinite ی after the first word of the pair.

Plenty of context:

in قيامي مردمي,
مردمي is an adjective and it can be an adjective in so many other contexts such as چهره مردمي، اجتماع مردمي، حركت مردمي.
It is not a possessive construction at all.

the people's uprising

the people's: belonging to or popular with the ordinary people

the people's uprising: قیام مردمی
We do have similar phrases like the people's party (حزب مردمی)/army (ارتش مردمی)/movement (نهضت مردمی), etc.

Example:

مردمی is an adjective coined from.
Please look at the following examples where مردمی is used as an adjective:
اداره ارتباطات مردمی و افکارسنجی اداره کل روابط عمومی

رئیس اداره مشارکت های مردمی آموزرش وپرورش استان ایلام

قیامی مردمی can be both a possessive construction and an adjectival one. Here it IS allowed to have an indefinite ی after the first word of the pair. قیامی مردمی can simply be rephrased to "یک قیام مردمی", which means an uprising belonging to or popular with ordinary people, so it can be translated to:

a popular uprising: an uprising popular with ordinary people
a people's uprising: an uprising belonging to ordinary people

Examples of the use of " a pouplar uprising":
