Everything in me wants to say that قیامی مردمی = a popular uprising, مردمی being an adjective coined from مردم.
However, I do feel I need to consult you first as مردمی is not to be found anywhere I have looked as an adjective.
I hope I am right in thinking that قیامی مردمی can't be a possessive construction (X of Y) as it wouldn't be allowed to have an indefinite ی after the first word of the pair.

قیامی مردمی can be both a possessive construction and an adjectival one. مردمي is an adjective and it can be an adjective in so many other contexts such as چهره مردمي، اجتماع مردمي، حركت مردمي.
It is not a possessive construction at all.
