"se habla" is impersonal, so it's not what he is saying, but the general debate, discussion in this area.
"el lugar desde donde" is then the situation, the common ground, the shared history and philosophy of those who are discussing

Discussion
My reading was: Achugar questions Pierre Nora's concept (this concept as applied to Uruguay is what the article itself analyses) but is interested in participating in the critical debate on memory et al, but at the same time wants to discuss the current Uruguayan post dictatorship situation and the problems with 'políticas del conocimiento', one of which is 'el lugar desde dónde se habla'.
I'm not quite certain whether 'el lugar...' is one of the policies or one of the problems
