In some cases these types of claims can lead to class action lawsuits as Eski suggests but sometimes the claims are just minor claims or complaints

Let's not confuse claims with actual lawsuits !!

Note: Of the almost 100,00 EEOC claims and complaints of a given year, only a fraction made it to lawsuits (only in the vicinity of 300 or so). We need to be careful when expressing these issues. Perhaps more clarification is needed from your client and/or language needs to be chosen that is inclusive rather than exclusive. Perhaps the idea can be better stated along the lines of :
"Community Complaints and/or Claims filed on behalf of the Community"

N.B., If you need more flexibility with these words, the term "Charges" can also work as a synonym for "Complaints" (as used in above article from Washington Times)
