It is the title of a chapter and is actually referring to machine translation.
In any case, it seems the author is cautioning the reader about depending too much on such devices or applications, in general. The comparison to the sword of Damocles, is that these programs can unexpectedly bite you if you are not always careful in using them.

Some more suggestions Although the above sword refers to that myth or story which has been mentioned previously, but that also means to walk a mile in my shoes which as an idiom also means that you should try to understand someone before criticizing, in another word as a whole the above means that you can only understand the outreaches and the sophistication of this good translation software as Deja Vu which I also suggest it to my other colleagues to use when you are using it in actual circumstances and to be regarded as a touchstone, Wish you all well

More context please As Mr. Beikian mentioned, this seems to be a negative position toward this CAT tool. But frankly speaking, I find it pointless because I personally use Deja Vu and it is undoubtedly much better and more reliable than many other CAT tools. So how the heck can it be a "translator's sword of Damocles"?!

I think more context can be of much help.

I wish you had provided more context. However, this short context implies that the speker/writer has adopted a negative position toward the use of the said tool, perhaps, to advertise their own brand of CAT tool.

The story of Damocles
The Damocles of the anecdote was an obsequious courtier in the court of Dionysius II of Syracuse, a fourth century BCE tyrant of Syracuse. Damocles exclaimed that, as a great man of power and authority, Dionysius was truly fortunate. Dionysius offered to switch places with him for a day, so he could taste first hand that fortune. In the evening a banquet was held where Damocles very much enjoyed being waited upon like a king. Only at the end of the meal did he look up and notice a sharpened sword hanging directly above his head by a single horse-hair. Immediately, he lost all taste for the fine foods and beautiful girls and asked leave of the tyrant, saying he no longer wanted to be so fortunate.[1][4]

Here, I do not suppose "deja vu" refers to the CAT tool!

a bad or unpleasant thing that might happen to you at any times and that makes you worried or frightened.

منظور این است که مترجم با این وسیله است که به کنه تواناییهای مترجمی پی ببرد
