As the CHOLEWKA is the UPPER of the shoe, the part that covers the foot, I would suggest that the writer is encouraging the child to wear "closed toed shoe(s)/boot(s)" (as opposed to open toed shoes) as they will better protect the feet of the wearer while riding.

eg: "If you plan to horseback ride in Hawaii, don't forget to pack a pair of long pants or jeans, and a pair of closed toe shoes or sneakers." http://www.travelhawaii.com/kauai_horseback_riding.php

This is also the case in Kitchens where the feet of the staff could be subject to dangerous conditions, eg: knives falling on their feet, and the industry generally insists on them wearing closed in or fully covering shoes/boots.
