The meaning is clear up to the last 5 words, for the first 8 years of the project, accumulated investment exceeds accumulated turnover, but the last bit? Is it something like the project may be recorded or written down as an asset?

I have in my notes that "activar" is to capitalize, and obra en curso, in this context, is usually "work in progress", I believe.
WORK IN PROGRESS:
All construction projects not complete at the end of the fiscal year will be capitalized as “Work in Progress.” At the end of the fiscal year of completion, the amount for that work in progress project
will be moved to the appropriate building asset.

Un UTE está construyendo un inmovilizado. Según el antiguo PGC, yo lo contabilizaría todo como "Obra en Curso", y lo activaría. Pero cuando me han pasado la contabilidad para que la revise, me encuentro la sorpresa de que en vez de generar la "Obra en Curso", han llevado todo el gasto a una cuenta 600.
Ha cambiado con el nuevo Plan la forma de contabilizarlo?
Es posible, o mejor dicho, tambien correcto, imputarlo como gasto, y despues activarlo?
Creo que es un punto importante tener en cuenta que es una UTE!!!
