Please note: what is difficult here is the flow. The clause reading "siendo esta última a la que se reporta de manera directa" is confusing for the rest of the sentence. The writer could have said WHO should report to this division but just used a passive so one has to provide an agent!
Also, Mr. X is just the acting president or director of the division and they have said it in a roundabout way.
