Partnership for VAT purposes
איחוד עוסקים is a special patnership of separate עוסקים
ONLY for VAT reporting purposes.
(The עוסקים remain separate entities - not a "real" partnership)
It is used in farmers groups and in Kibbutzim.

I can't be sure, but I would have to make an educated guess, I would go with those options, and with Dealer's Partnership between the two.

Registered Dealer/Trader = a general term for any kind of OSEK registered with the VAT authorities (incl. זעיר & פטור).
The context you gave suggests a consortium of Licensed Dealers/Traders.
Consortium = איחוד - an association of companies formed for a particular common issue/purpose. (Google "define: consortium" and you'll get plenty of similar answers ).
PS - Trader is the more commonly used term since it covers services as well as sales (like us translators).

For VAT purposes 2 companies can file a joint return where there is common ownership. They also don't have to charge VAT between themselves
