"ihirang" has an official connotation: "designated"; "ilagay" doesn't; "isamapa" connotes a mechanical act. so your choice depends on what tone you want to convey.

This calls for dynamic translation. Any literal translation will make the Tagalog very difficult to understand. The meaning simply is that they are being protected against something but using a technical word according to the jargon of the document.

I think this is a very far translation. The document shows maps where schools are located and explaining where the students live. Therefore it's talks about where to place the students on the map. When they give their complete details... they become "mappable". Thanks.

disagree EnTG-Translator : The use of "against" does not connote protection from or avoiding something. It is just an expression used when something is plotted on a physical map or graph, like saying, "plot the number of so-and-so AGAINST the date on the table.
