“Kipper tie” was invented by Pierre Cardin (http://www.independent.co.uk/enjoyment/Art_and_Design/Design... It does not have a specific color, but it is know to be shiny (http://slashdot.org/articles/99/03/04/1518245.shtml). When invented originally, it was very wide, but with time (from about mid-70s) it has became smaller (http://www.ilnodo.it/inodi.asp).
Since “kipper tie” does not have a specific Russian translation, I would like to suggest putting it descriptively as “блестящий широкий галстук с большим узлом”.

I would think "kipper" is used here to stress the silky glimmer of the tie. One could not possibly call it "fishy", (you know what I mean) :-), so kipper is as representative here as any other fish with silvery scales.
