English to French Tech/Engineering Engineering (general) turbine à gaz

Here is the context:

"Damage that exceeds the specified limits may be repaired by an approved repair facility by skim cutting the journal to a diameter 0.002 in. below drawing minimum."

I don't see at all what could be "skim cutting".
Any idea?
