Again, it depends a little on how it is being used, and the type of application you're dealing with — I somehow doubt it is actually referring to printing on standard A4 (etc.) sheets, and then folding and stapling them down to ½ that size; I think it is more likely to be stapling through stacks of single sheets, which makes for a more wasteful binding margin (because they won't open out properly flat), hence why it is important to know for setting the margins.
In printing, we usually call this the 'gutter' — the additional width added onto the normal margins in the centre of a 2-page spread to allow for binding; the FR version of MS Word refers to this simply as 'reliure', and they talk about 'position de reliure'
