the C. stands for 'Ciudadano' or 'Citizen" a very typical expression in Mexican documents, but it doesn't need to be translated.

The C. in Spanish means citizen so it is better to leave it.

"Profr." is not Professor but Teacher (HS or elementary sch.) which can also be used; but I put it as B.Ed. here. It sounds strange in English but of course Mexicans tend to use any and all university level degree titles from bachelor level on up, so you need to include it somehow. Some can be tricky.

"Presidente Municipal" en Mexico is "Mayor" of a municipality which is equivalent to both a city and county in the US. The proper translation is "Mayor".
