This a heading in the statute establishing an agency of an Italian region. I understand it relates to financial management/administration, but it's not clear to me what "economico" adds? How is it different to financial management. The full sentence is as follows:
"la gestione economica e finanziaria dell'Agenzia è disciplinata dalle norme che regolano la contabilità, l'amministrazione dei beni e l'attività contrattuale della Regione"
"la gestione economica e finanziaria dell'Agenzia è disciplinata dalle norme che regolano la contabilità, l'amministrazione dei beni e l'attività contrattuale della Regione"

economical and financial management
Probably not a world of difference, but while "financial" is concerned purely with money, "economic" involves the organisation of money, industry and trade.
(Another usage for "economic" would be "the cheapest option", but that is not the case here)
As long as you have the right translation, no point fretting with why they've put the extra term.

sorry, I meant "economic", not "economical"

Comment: "Thank you for this well-explained answer. I did use economic and financial management in the final text for more to keep the client "visually satisfied" with the translation although I believe in English the term "financial " would cover money and organisation etc and so economic adds nothing."

financial management
I think financial management is good; in Italy we say "gestione economica e finanziaria" but, at the end of the day, it just means financial management
