Hola a todos: la frase en cuestión aparece en un sello debajo de una firma en un certificado analítico de Argentina.
El sello completo dice así: "XX, Jefa de Departamento. Departamento Legalización, Homologación, Competencia Docente e *Incumbencias profesionales de Títulos y Equivalencias de Estudios*". (Sí, todo eso en un solo sello!)
Busqué en el glosario y figura "incumbencias profesionales" como "professional scope" pero no estoy muy segura de cómo resolver la frase completa.

I would translate it as "HHead of the Office of Authentication, Evaluation, Teachers’ competence and Professional scope of Degrees of Studies and their equivalences of the General Council of Education"
