are still in square 1

from the text supplied I think it should read لم نراوح مكاننا. This literally means we have not left our place/spot/position.
Therefore a good way to put it in English would be "we are still in square one".

No objection to the answers provided above, just another option: We have remained stationary.
Although, "we have been vacillating" sounds good too - in the sense of "we have remained hesitant", "wavering" etc.
