Of course I look at the subject matter first, but this is obviously not the only consideration. So I said "subject matter" for lack of a "mix of the above" option. | | |

Accessibility of appropriate effective "step forward" and its availability with respect to other professional duties and engagements. Numerous programs offer far less than their ads promise, but they bring some serendipitous insights that also need time and context as to get built into previously adopted knowledge. Some other are just what I need, but scheduled for when I have to be elsewhere. Etc | |

After a couple of decades translating, I think it's probably too late for me to consider "developing" my "professional" persona, and I seem to get on quite well being my usual scatty, disorganised, unprofessional self. I'd say time and day is one factor to consider. I am doing Catalan courses in modules and the first thing I consider is the time of day.
