Я, между прочим, выплачиваю им зарплату, вовремя и немалую. И еще не известно, кому легче: работникам, которые гарантировано получат свою зарплату, или мне, которому постоянно необходимо думать, как получить прибыль, куда развивать бизнес, как его развивать и где, все-таки, взять деньги, на зарплату в том числе. Как оценить эффективность денег, вложенных в своих работников? Много я им плачу или мало?
Когда я разговариваю с Коммерческим директором, мы говорим на языке цифр, оперируя понятиями оборота. Когда я разговариваю с Финансовым директором, мы на языке цифр оперируем понятиями прибыли и затрат. Когда я разговариваю с Директором по производству, мы на языке цифр говорим о себестоимости. И только, когда я разговариваю с Директором по персоналу, мы оперируем какими-то абстрактными понятиями, сравнить которые с числовыми показателями не представляется возможным. Как измерить стоимость человеческого капитала? В каких единицах его измерять? Думаю, список подобных вопросов можно продолжать до бесконечности…
Не проще жизнь и у Директора по персоналу. Каково каждый раз доказывать, что твоя служба – не центр затрат, и что без налаженной работы по персоналу не смогли бы делать большие обороты коммерческие службы, обеспечивать прибыль финансовые и снижать себестоимость – производственные. Каково каждый раз, утверждая бюджет затрат на персонал, доказывать, что деньги не выбрасываются на ветер, а вкладываются в человеческие активы. Как часто возникает желание показать с цифрами в руках, равно как другие службы, ту прибыль, которую принесла работа именно твоей службы, показать рост эффективности персонала, рост стоимости человеческого капитала компании. Как часто возникает необходимость на Совете директоров оперировать такими же числовыми показателями, как коллеги, а не абстрактными понятиями. И как хорошо было бы иметь не только теоретические формулы для подсчета некоторых показателей работы по управлению персоналом, а в реальном режиме видеть состояние дел. Возможно, тогда не нужно было бы лишний раз идти с отчетом к руководителю, он все бы увидел сам у себя на мониторе.

A principle of management
If you run a business, you may always want to be aware of what your personnel department does. Does it bring results you expect? Is it money well spent, when you keep paying, among other things, for recruiting, training and entertaining employees? Is this supposed to make them work harder? While you have to make sure they get their pay checks in time, and to take care of their other needs, you can never stop thinking about how to make your profits grow. How do you know the money you invest in the employees works for you? Should you pay them more or less?
Sales figures are available any time from the sales department. The finance department can always come up with figures on how much profit the company makes and how much it spends. From the production department you get the figures on how much it costs to manufacture a product. But the personnel department will show you nothing. Instead, you have to deal with abstract terms that are impossible to express in numbers. Can you calculate how much your human resources cost? How do you measure them? Questions are plenty.
The head of personnel has his problems. He's tired of having to prove that his department is not just a drain on resources, that managing the personnel correctly helps keep sales up and production costs low. When working out the human resources budget he wants to show the company will benefit from the planned personnel expenses. He needs to be able to calculate the profit share his department is responsible for. It is important to demonstrate how the performance and value of the personnel have grown. The board of directors often demand performance figures comparable to those of other departments. You cannot always make them happy with sound bites. Formulas to forecast figures for some personnel management activities are often not enough. Seeing how figures change in real time is essential. That could make reporting to the boss a thing of the past. He would have any statistics within his reach at his desk.

This step is almost certain to raise concern about Iran's intentions at a time when the international community is calling on the Islamic Republic to fully cooperate on answering charges it is hiding a program to develop nuclear weapons, the diplomats said. "Iran is to announce soon that it will be beginning work in June on a heavy water research reactor in Arak," 200 kilometres (120 miles) southwest of Tehran, a diplomat close to the Vienna-based International Atomic Energy Agency (IAEA) said. IAEA director general Mohamed ElBaradei returned to Vienna Wednesday from Tehran, where he had hammered out an agreement for Iran to adhere to a timetable to answer the agency's questions about its nuclear activities. The reactor to be built at Arak would not be in violation of safeguards which the IAEA enforces under the nuclear Non-Proliferation Treaty (NPT), the diplomat said. Iran has been saying since July that it wants to build such a reactor. But another diplomat said going ahead with the reactor now could send the wrong political signal. "This is not an accident," the diplomat said, referring to the fact that construction is to begin in June, the same month the IAEA will hold a board of governors meeting on Iran. He said the Iranian government wanted to assert its independence, as it claims it has the right to make nuclear fuel, and also had to appease hardliners at home who object to yielding to IAEA demands. Iran has said the Arak reactor would be for research and the production of radioisotopes for medical and industrial use. Iran told the IAEA, according to an agency report in November, that "it had tried to acquire a reactor from abroad to replace" a 30-year-old research reactor in Tehran. The first diplomat said the reactor, which is to have thermal power of 40 megawatts, could produce enough fuel to make "more than one significant quantity of plutonium per year," a "significant quantity" referring to the amount needed to make an atomic bomb. But due to US and other Western nations' sanctions, Iran was not able to buy a new reactor, and so wanted to build one of its own which could use domestically produced fuel such as uranium dioxide.

Translation - English One night famous engineer Trurl visited his friend Clapaucius. He looked sad and thoughtful. To cheer him up, Clapaucius was going to tell him the latest scientific stories.

"Let me explain. We have brought peace to the rival kingdoms. Built machines for monarchs hungry for power. Designed automatons that could tell stories. Fought deceitful tyrants and space robbers that were after us. But all this we did just to please ourselves, to raise our self-esteem. And nothing have we done for the greater Universal good. Despite our attempts to improve the lives of people we came accross on our interplanetary trips we have not succeeded to attain Perfect Bliss. Instead of acting decisively, like mere bystanders have we satisfied ourselves with just a semblance of involvement, draping us in a veil of indifference as if we walked on stilts among those around us and were stupefied by food substitutes. And we deserve to be called conjurors as the cunning sophists ingeniously dubbed us. We are not worthy of the title Terminators of Evil."
"Every time I hear people talk about creating Universal Happiness, my skin crawls," said Clapaucius. Be reasonable! Aren't you aware of many people who started out chasing this unattainable dream, but their honorable intentions were doomed. Don't you remember the tragic end of the good hermit who tried to make the Universe happy with the pill called "altruisin"? Haven't you understood that however long you try to cushion life's blows, bring about the world's justice, remove spots from the sun and oil the State's machine, no mechanical design can make people happy? In a Phase II dental pain study (post-third molar tooth extraction), 10mg and 50mg medication produced analgesic efficacy superior to placebo with the efficacy profile of 50mg medication being similar to naproxen sodium 550mg. In a Phase II, 6-week study of medication in OA, medication 50mg showed statistically significant improvement over placebo for the primary measure of efficacy (Western Ontario and McMasters Universities OA Index [WOMAC] pain subscore). In addition, 50mg medication was shown to be statistically significantly superior to celecoxib based on question 1 of the WOMAC pain subscore (pain walking on a flat surface). In a Phase II, 6-week study of medication in RA, both 10mg and 50mg medication produced a statistically significant improvement over placebo for the primary measure of efficacy, the American College of Rheumatology (ACR)20 responder index. In addition, 10mg, 35mg and 50mg medication were all shown to be statistically significantly superior to placebo for secondary endpoints, patient assessment of pain, the functional disability index and physician global assessment. Overall, there were no significant safety issues for medication at doses up to 50mg once daily in these 6-week studies that would preclude longer term evaluation. These data support further investigation of the medication in the management of RA in studies >6 weeks' duration.
This study will investigate the efficacy, safety and tolerability of oral doses of medication (5mg, 10mg, 25mg and 50mg) versus placebo and celecoxib in subjects with RA with the objective of defining the minimally effective dose and optimal therapeutic dose for investigation in confirmatory studies for this indication.

Применение препарата дало результат у животных, страдающих воспалительной гиперальгезией, артритом, нейропатическими болями и повышением чувствительности центральной нервной системы. Также установлено, что препарат легко проникает в кровеносные сосуды мозга. Результаты позволяют предположить о расположении очага воздействия препарата, который повышает болеуспокаивающий эффект, отсутствующий у прочих ингибиторов с COX-2. Также, применение 50 мг препарата дало статистически значительно лучшие результаты, чем у келекоксиба, согласно пункту 1 в данных WOMAC по болеутоляющему действию (снижение боли при ходьбе по ровной поверхности). На 2-м этапе, за 6-недельный курс лечения РА, применение и 10 и 50 мг препарата дало статистически значительное улучшение по сравнению с плацебо по первичному показателю лечебного действия, разработанного Американским институтом ревматологии (ACR responder index). Также, применение и 10, и 35, и 50 мг препарата дало статистически значительно лучшие результаты, чем плацебо, по вторичным показателям, по оценке болевых ощущений самими пациентами, по показателю функциональных нарушений и по общей оценке врачами. В целом, за время 6-недельных исследований, серьезных противопоказаний по безопасности использования препарата 1 раз день в дозах до 50 мг, которые бы не позволили провести более длительное изучение, не обнаружено. Для продолжения изучения препарата, полученные результаты позволят продлить курс лечения РА с 6 недель.
Данное исследование позволит изучить эффективность, безопасность и переносимость при приеме препарата вовнутрь (5, 10, 25, 50 мг) в сравнении с плацебо и келекоксибом у больных РА с целью определения минимально эффективной дозы и оптимальной лечебной дозы для изучения при повторных исследованиях данного показания.

Production testing of 9FA gas turbines at the Greenville, South Carolina factory is executed to ensure consistent performance and quality of the units being shipped.
The model 9FA gas turbine is a mature product with a proven record of quality.
General requirements for factory full speed no load (FSNL) testing are stated in Engineering Test Instructions MLI-0201.
This overview is intended to explain the basic 9FA test process to be performed by GE Gas Turbines – Greenville.
• The unit is fired and run at full speed, no load (FSNL) without a generator.
Overspeed operation of the GT is not part of the standard FSNL test process.
The factory production test stands are not equipped to perform loaded tests.
• Natural gas is the primary fuel used for factory tests.
The test stand #7 also has the capability of burning distillate fuel (liquid fuel) for test combustor configurations.

Inspection and Maintenance Instructions
For MS-9001FB Gas Turbines with Dry Low NOx
Starting Frequency
Each stop and start of a gas turbine subjects the hot gas path to significant thermal cycles.
Control systems are designed and adjusted to minimize this effect.
However, a gas turbine with frequent starting and stopping requirements will demonstrate parts lives that are shorter than those for a similar unit in continuous-duty service.
See Figure 2.
Combustion Inspection
A brief shutdown inspection is required to change out fuel nozzles and to check the combustion liners, transition pieces and crossfire tubes.
A visual inspection of the leading edge of the first-stage turbine nozzle partitions and buckets should be made during the combustion inspection to note any wear or deterioration of these parts.
This inspection will help to establish the schedule for the Hot Gas Path inspection.
Bolt and Stud Torquing/Tensioning
a. Before torquing, remove foreign matter from bolt, nut and bolting surfaces.
b. Apply anti-seize compound to bolt and nut threads and bearing surfaces.
c. Tighten bolt/or nut to be sure threads are free, then back off until free from surface.
Snug against surface and torque to values shown on drawing 248A4158, which is located in the Operation and Maintenance Manual (O&M Manual).
This is the only way to get the studs off.
d. When using impact wrenches, torque to values on drawing 248A4158.

в) Затяните болт или гайку, чтобы убедиться в свободном ходе резьбы, затем отверните назад до прекращения контакта с поверхностью.
С упором о поверхность затяните до значений на схеме 248A4158 в Руководстве по эксплуатации и обслуживанию.
Заклепки снимаются только таким способом.
г) При использовании пневматических гаечных ключей затяните до значений на схеме 248A4158.
